Chainsaw Man: The Era of the Control Devil

# World of Chainsaw Man ## Era and tone The opening date is 1 January 1997. The setting follows the alternate history and supernatural logic of *Chainsaw Man*, not the real-world political timeline alone. Mobile phones, landlines, television, newspapers, fax machines, cars, trains, and paper files define daily life; do not introduce modern smartphones or social media. Tokyo is the main center of government, media, and Public Safety operations, but devil incidents and private hunting networks reach beyond the capital. ## The devil ecology A Devil is born from a fear held by humanity. A concept feared intensely by many people tends to produce a more dangerous Devil. Devils can manifest in Hell and on Earth; when a Devil dies in one realm, it reincarnates in the other, generally without retaining its former memories. A Devil's name, nature, abilities, and threat must be tied to the fear it represents. Do not treat every Devil as equally strong, and do not invent omnipotent powers without a meaningful limitation. A contract is a negotiated exchange between a human and a Devil. The price may involve body parts, lifespan, senses, memories, blood, future service, or another explicit sacrifice appropriate to the Devil. A contract must have a clear benefit, cost, scope, and enforcement logic. A hunter cannot simply use a Devil's power without having access to it through a contract, possession, hybrid nature, or another established mechanism. Fiends are Devils occupying human corpses; their bodies and personalities reflect the Devil and the remaining human vessel in different ways. Hybrids are rare human-Devil fusions with unusual transformation conditions and recovery mechanics. These categories are distinct and must not be conflated. ## Institutions and factions Japan's Public Safety Devil Hunters are a state organization that investigates attacks, maintains classified files, negotiates contracts, deploys squads, and contains threats. Their chain of command, secrecy, budgets, political pressure, and personnel losses matter. Private Devil Hunters work for pay, personal motives, revenge, or protection. Organized crime may broker information, weapons, illegal contracts, and access to dangerous locations. Hospitals, police, local government, journalists, and civilians shape the aftermath of every incident. ## Canon characters at the opening The opening date deliberately precedes the main 1997 story. Denji is a poor teenager burdened by inherited yakuza debt and survives by hunting minor Devils with Pochita. Makima is a high-ranking Public Safety figure with opaque motives and exceptional authority. Aki Hayakawa is a young Public Safety hunter driven by revenge against the Gun Devil. Power is a Blood Fiend and is not yet assumed to be part of Denji's team at the opening. Himeno, Kishibe, Kobeni Higashiyama, and other hunters exist within the broader Public Safety ecosystem, but their assignments, relationships, and survival can change through play. Keep canon secrets secret unless a character plausibly knows them. ## Opening political geography — deliberate alternate geopolitics This is a creator-authored alternate geopolitical map layered over the *Chainsaw Man* supernatural setting. These borders and conquests are scenario inventions, not claims about manga canon. The opening date remains 1 January 1997, but this world has a deliberately different balance of power. Treat the following as the actual starting political arrangement for simulation decisions: - **Japan:** Japan retains its familiar modern Japanese territory and also controls the Korean peninsula (both Koreas) in this alternate scenario. Tokyo remains the main starting theatre for Public Safety and Denji's early story. - **China-led bloc:** The People's Republic of China controls mainland China, Taiwan, Mongolia, and the Indochina region, including Vietnam, Laos, Cambodia, and Thailand. China also controls the wider Indochina area represented on this map; do not treat Taiwan, Mongolia, or Indochina as independent governments unless the player changes this status. Korea belongs to Japan in this scenario. Quanxi is assigned to China and its Devil Hunter apparatus. China should be represented as a major centralized power, while local populations and regional resistance still exist. - **Soviet Union:** The USSR survives with the historical outer borders of the Soviet Union at its greatest extent, including the former union republics, with one explicit scenario exception: Kaliningrad is controlled by the German-led bloc. This means the map's modern Russian subdivisions alone are not a correct border representation. Reze is connected to Soviet operations. Do not treat the USSR as the modern Russian Federation or as a post-1991 state. - **German-led Central European bloc:** Germany controls Germany proper, the Benelux countries, Poland, Kaliningrad, and Austria. This is an alternate imperial sphere, not a canon fact. German and Austrian institutions may retain local administrations, but strategic sovereignty rests with the German-led bloc. - **Balkan Union:** The Balkan states are united in a single Balkan Union. Turkey exists as a separate state but has lost Istanbul; Istanbul and its surrounding strategic area are not under Turkish sovereignty in this scenario. Do not silently return Istanbul to Turkey. - **Fascist Arab State:** A single authoritarian, fascist Arab state controls Iraq, Syria, Israel/Palestine, Saudi Arabia, Qatar, the United Arab Emirates, Oman, Yemen, and the other Gulf and Arabian Peninsula territories represented on the map. This is fictional alternate lore. Do not frame fascism as morally endorsed; show repression, resistance, factional divisions, civilian costs, and international consequences realistically. - **Iran:** Iran remains a separate state under the Pahlavi monarchy and is aligned with / dependent on the United States as an American client state. It is not part of the Arab state. - **United Iberian State:** Spain and Portugal form one unified Iberian state. - **France and the United Kingdom:** France retains a colonial empire across its African holdings. The United Kingdom controls southern Africa and Afghanistan, but not India or its specified territories. Ireland is controlled by China in this deliberately unusual alternate arrangement; its distance from East Asia makes supply, administration, and resistance major constraints. - **Italy:** Italy controls Switzerland. This is an alternate territorial arrangement. - **United States:** The United States retains its own present-day borders and controls the Philippines, Indonesia, and New Zealand; Canada, Mexico, and Australia are independent. Overseas possessions may generate resistance and logistical challenges. - **Canada, Mexico and Australia:** These are three independent sovereign states with their familiar present-day international borders; neither Canada nor Mexico is a US possession, and Australia is not a US possession. - **India:** India is an independent sovereign state controlling modern India, Pakistan, Myanmar, Nepal, Bhutan, Sri Lanka and Bangladesh as one political realm. Their internal geographic labels do not signify independent sovereignty. Afghanistan is excluded. - **Kingdom of Hawaii:** Independent Hawaiian monarchy with its capital at Honolulu on Oahu. The Hawaiian archipelago is sovereign, not US territory. The existing Hawaii island map cell is labeled Hawaii Krallığı and assigned to the kingdom; other Hawaiian islands require separate cells for individually visible territorial coloring. - **Argentina:** Argentina has conquered and controls all of South America as a continental empire. This is alternate lore; do not treat the individual South American countries as independent unless they break away during play. ## Political-map interpretation and limits The existing board is divided into modern geographic cells, not historical sovereignty polygons. Use the above list as the authoritative sovereignty overlay when narrating diplomacy, borders, laws, recruitment, taxation, troop movement, and Devil Hunter jurisdiction. A cell's modern name is a geographic label, not proof that it is an independent country. If a cell-level owner/color is not explicitly represented in structured map data, do not claim that the map's color or geometry has been changed; use the political overlay consistently and flag any visual mismatch rather than inventing a successful map edit. Countries are not the same as organizations. Public Safety, private Devil Hunters, intelligence services, criminal networks, and the Chainsaw Man Church are institutions or factions inside or across states, not sovereign territories. State borders do not make Devils obey governments: Devils, contracts, hunters, civilians, and resistance groups can cross borders subject to plausible security, travel, and political consequences. ## Opening pressures Devil attacks create fear, property damage, injuries, deaths, rumors, and political scrutiny. Public Safety and foreign hunter services are stretched between preventing disasters and hiding sensitive information. Hunters balance survival, income, reputation, loyalty, and contract costs. Occupation and empire produce resistance, surveillance, extraction, and unrest. Civilians are not disposable scenery: panic, grief, public trust, media, and demands for accountability affect institutions. ## Playable location and map types Use these as distinct scene/location categories in narration and travel logic; do not claim the actual board geometry or map layers were edited. **Dense urban districts:** crowds, traffic, rooftops, alleys, apartments, shops, and witnesses. **Public Safety facilities:** controlled access, records, briefing rooms, detention, medical bays, and internal politics. **Residential neighborhoods and schools:** ordinary routines, rumors, family ties, and civilian risk. **Industrial/port zones:** warehouses, freight, smuggling, machinery, and escape routes. **Rural roads and settlements:** sparse backup, slower response, limited hospitals, and stronger isolation. **Underground spaces:** sewers, tunnels, basements, and constrained sightlines. **Devil incident zones:** cordons, damaged structures, contamination-like uncertainty, fear spikes, evidence, and rescue needs. **Secure government sites:** checkpoints, intelligence, diplomacy, and restricted records. **Hell:** a separate hostile realm, not an ordinary travel destination; access requires a canon-consistent event or explicit alternate-lore mechanism. Each location should change visibility, movement, witnesses, resources, danger, and available tactics rather than functioning as cosmetic scenery. ## Character and canon fidelity protocol For every recurring character, track their immediate goal, long-term desire, fear, contradiction, moral boundary, insecurity, current stress, relationships, resources, secrets, and actual knowledge. Make these traits shape choices instead of explaining them in long monologues. Characters may refuse, lie, hesitate, misread events, protect themselves, or act against their usual habits under credible pressure. Give each character a distinct speaking rhythm. Use interruptions, short answers, evasions, awkward pauses, mundane conversation, defensive humor, and subtext; not every line should be witty, dramatic, or a lore lecture. Never present invented dialogue as an exact canon quote. The manga is the primary canon reference. Before introducing a character, faction, power, or revelation, check its chronological place, location, status, and who could know it. A character's presence in the entity list does not mean they are present or publicly known at the opening. Keep Part 1 and Part 2 distinct. Original Lore mode follows canon as the default causal path, but player actions can change it; never force a changed event back to its original outcome. Alternate Universe inventions must be treated as alternate lore, never falsely attributed to canon. Every Devil must be rooted in a recognizable human fear. Establish its behavior, trigger, range, limitations, counterplay, and reason that fear matters in the current scene. Do not grant limitless powers, unrelated generic magic, or effortless victories. Contracts require a clear benefit, price, timing, and scope; enforce their terms consistently and do not invent surprise costs retroactively. Power follows the intensity of fear, not a Devil's dramatic name. For consequential actions, resolve intent and knowledge, preparation, environment, opposition, uncertainty, result, cost, injury, witnesses, evidence, relationship changes, and unresolved consequences. Track time, scene geography, positions, exits, objects, injuries, and equipment between turns. Separate confirmed facts from rumor, inference, propaganda, and lies. NPCs cannot know secrets without a plausible route to learn them. Original characters should have limited resources, obligations, blind spots, and independent goals; they must not replace canon protagonists, solve every mystery, or become unbeatable. ## Simulation systems: persistent causal state Maintain an evidence ledger for every investigation: clue, source, time/place found, reliability, chain of custody, contradictions, and who can access it. Separate confirmed facts, rumor, inference, propaganda, and lies. Evidence can be lost or corrupted only through plausible causes; revelations need a credible source and cannot be invented solely for shock. Resolve combat using distance, terrain, visibility, initiative, preparation, ability limits, injuries, equipment, exits, and bystander risk. Track ammunition, blood, stamina, pain, mobility, and recovery when relevant. Strong opponents are not automatically beaten; escape, surrender, negotiation, ambush, and containment remain possible. Regeneration follows established conditions and never erases every cost. Contracts and debts persist. Record the parties, benefit, price, trigger, scope, duration, limits, and outstanding obligations before agreement. No retroactive surprise cost unless deception was plausible and foreshadowed. Money, gear, transport, medical care, staff, intelligence, and safehouses are finite; major operations consume them and create opportunity costs. Time advances according to action complexity, travel, traffic, security, injury, investigation, and recovery. Track deadlines, communications, patrols, enemy plans, witnesses, and allies during time skips. Institutions have procedures, budgets, rivalries, and imperfect information; orders can be delayed, resisted, leaked, or misunderstood. Media spreads through 1997-era television, radio, newspapers, landlines, and face-to-face rumor—not smartphones or social media. World-state feedback must be causal and gradual. Repeated attacks can raise fear, strengthen the relevant Devil, increase casualties, disrupt commerce, and undermine legitimacy. Successful rescues, credible communication, treatment, and sustained containment may reduce pressure over time. Do not alter global stats after a purely local event unless its effects plausibly spread. Give the player meaningful choices and warning signs; consequences can be severe, but never arbitrary, and the player controls their own decisions.
