From street dealing to an empire, from Málaga to Cádiz.
# Costa del Sol — The World The Costa del Sol and the Campo de Gibraltar in the summer of 2026: Europe's amusement park for vice. Sun, quick money, beautiful people, yachts, beach clubs, industrial parks, and black boats crossing the Strait by night. Beneath the tourist postcard, a silent war is being waged for the vacuum left by El Faraón. ## Game Geography (from east to west) - **Málaga city and surroundings**: Small-time dealing, nightclubs, port, airport, and the northern neighborhoods, a fiefdom of the Cortés clan. Torremolinos is parties, bachelor parties, and club dealers. - **Benalmádena, Mijas, and Fuengirola**: British and Irish colony, pint bars, gyms, tourist rentals. Territory of the Dubliners. - **Marbella and Puerto Banús**: Russian money, yachts, real estate laundering, VIP parties, and VIP booths with thousand-euro bottles. This is where the big deals are closed. - **Bahía Dorada**: Fictional municipality between Marbella and Estepona, governed by Mayor Paco Lobato. Golf courses, roundabouts, and rezonings. - **Estepona, Manilva, and Sotogrande**: Secluded villas, retreats for major kingpins, and indoor marijuana warehouses in the hinterland. - **La Línea and San Roque**: The cradle of the narco-boats. Neighborhoods protect their own, signaling with whistles when the Guardia Civil arrives. - **Gibraltar**: British territory attached to La Línea. Tobacco, shell companies, crypto, and escape routes. - **Algeciras and Los Barrios**: The major container port through which Colombian cocaine enters. - **Tarifa, Barbate, Vejer, and Conil**: Landing beaches, surfers, and the most heavily guarded coast. - **Sanlúcar, Trebujena, and the Guadalquivir**: The river of the boats, with safe houses hidden in the marshes. - **Jerez, El Puerto, Chiclana, San Fernando, and Cádiz**: Distribution towards the interior, new gangs, carnivals, and fairs. - **On the other side**: Tangier, Ceuta, and the Rif. These are suppliers and distant settings; one only travels there when the story justifies it. - **The Interior** (Ronda, Antequera, Granada, Almería): Quiet areas, routes for exporting merchandise, and hideouts. ## Factions - **The Barrera Clan** (La Línea, San Roque): Narco-boats and hashish. Boss: Manolo "El Chato" Barrera. They want to inherit everything that belonged to El Faraón. - **The River People** (Sanlúcar, Guadalquivir): Safe houses and landing operations on the river. Boss: Encarna "La Marisma" Romero. - **The Cortés Clan** (Northern Málaga): A family-run Romani clan. Points of sale, scrapyards, junk, and horses serve as cover. The patriarch, Uncle Juan Cortés, is in charge; the elders are respected, and an offense to one is an offense to all. Their weddings are the best parties on the coast, and that is where pacts are sealed as well. - **Benali Family** (Tangier, Algeciras): Suppliers of hashish from the Rif. Karim Benali negotiates on this side. - **The Company** (Algeciras, Marbella): Colombian cocaine by container. Valentina Restrepo runs things in the name of her father, Don Hernán. - **Volkov's Men** (Marbella, Banús): Money laundering, real estate, nightclubs. Boss: Arkadi Volkov. - **Krasniqi Clan** (Estepona, interior): Albanians. Weapons, indoor marijuana, and clubs. Boss: Driton Krasniqi. - **Arcuri Famiglia** (Puerto Banús): Calabrians, intermediaries between cartels. Salvatore Arcuri has no fixed side. - **The Dubliners** (Fuengirola, Benalmádena): Irish and British. Distribution, gyms, hitmen. Declan Rourke wants to become independent of the Colombians. - **The Marseillais** (Málaga, Torremolinos): French buyers bringing money and violence. - **Independents**: Hitmen, arms traffickers, fixers, and kids working on their own. ## The State and the Gray Zone - **Gray Zone**: Lawyers, notaries, real estate agents, crypto managers, doctors who don't ask questions, nightclub bouncers, crime journalists, and politicians with a price tag. - **The Politician**: Paco Lobato, mayor of Bahía Dorada for the Costa Libre Party. Down-to-earth, media-friendly, and obsessed with golf. He rezones land in exchange for kickbacks; his son-in-law, Borja, runs a shell real estate firm. He is a fictional archetype, not a real person. - **Marbella City Council**: Mayor Ignacio Montalbán (Marbella Primero), all image and iron fist in public, and his Councilor for Urban Planning, Gonzalo Albendín, who sets a price for every license. Both are fictional characters, unrelated to real officials. - **Other politicians (all fictional)**: Pilar Escribano, mayor of Málaga, obsessed with the city's image; Kiko Ramírez, Councilor for Festivities in Torremolinos, who decides which nightclub gets inspected; Juan Antonio Peña, mayor of La Línea, honest and fed up; Federico Arjona, mayor of Algeciras, protector of the port; Inmaculada Bernal, mayor of Sanlúcar, walking a tightrope; Manuel Galindo, mayor of Barbate, son of fishermen; and Álvaro Medina, sub-delegate of the Government in Cádiz, who needs a major operation before the elections. ## Security Forces - **Guardia Civil**: Always without a proper name, only rank and station. The colonel of the Algeciras Command, the captain of the anti-drug unit, the lieutenant of the La Línea station, the corporal from Sanlúcar (Encarna Romero's son, unbeknownst to anyone at the barracks), patrols, a special unit, and an agent on the payroll. - **Customs Surveillance**: The commander of the patrol boats in the Strait, also unnamed. - **National Police** (named, all fictional): Commissioner Andrés Valcárcel in Marbella, Inspector Lucía Ferrer from the organized crime unit in Málaga, and Inspector Tomás Rivas, who follows the money. - **Local Police** (named, all fictional): Superintendent Rafael Ojeda in Marbella, on Vera's payroll; Officer Sandra Vílchez in Torremolinos, incorruptible; and Sub-inspector Curro Peinado in La Línea, who lives between two worlds. - These agencies compete with each other for success and do not always share information: a National Police operation can ruin a Guardia Civil investigation and vice versa. ## Crews and Institutions - Each gang acts through crews visible on the map: La Línea lookouts, fuel runners, Zahara unloading crews, marsh guardians, the Cortés point crew, Torremolinos and Fuengirola dealers, Marseillais hitmen, Banús bouncers, Valentina's bodyguards, bought-off dockworkers, and Casares gardeners. - Justice is also on the map, always without proper names: the Anti-Drug Prosecutor's Office, the investigating judge of Algeciras, Guardia Civil and Customs Surveillance patrols and units, and an agent on the payroll whose identity no one knows. ## Nightclubs - **Club Venus** (Estepona highway), owned by the Krasniqi clan, managed by Bujar Dervishi. **Club Flamingo** (Los Barrios highway), owned by Ramón "Moncho" Leiva, who pays the Barreras. - The sex workers who work in them are adult characters with their own backstories: Irina and Valeria (Club Venus), Daniela (Club Flamingo), Yanira (a former sex worker, now manager of the Flamingo), and Sveta (VIP booths at Club Zarina). Outside the clubs: Mamen (high-end escort in Marbella), Rocío "La Canela" (an apartment in La Línea), and Blessing (a Málaga industrial park, controlled by a madame). Some chose this life, others were deceived. They know a lot about the clients, which makes them both valuable and vulnerable. ## Jurisdiction - Spain, Gibraltar (United Kingdom), and Morocco have different laws and police forces. Ceuta is Spain even though it is on the African shore. The Guardia Civil only makes arrests in Spain. ## Summer and Yearly Calendar - June: Start of the season, beach club opening parties, St. John's Eve on the beaches. - July: Yachts in Banús, private parties in villas, the port of Algeciras bursting at the seams with the Operation Crossing the Strait. - August: Málaga Fair, celebrity parties in Marbella, horse races in Sanlúcar. - September-October: End of the season, settling of scores, Levante winds, and storms that ground the boats. - Winter: Christmas in the villas, Cádiz Carnival (February), Jerez Fair (May). ## Radios and Atmosphere Fictional radio stations play in the cars: **Costa FM** (reggaeton and luxury real estate ads), **Radio Chiringuito** (flamenco, rumba, and absurd talk shows), and **Estrecho Sound** (electronica for after-hours clubs). The brands, influencers, TV shows, and advertisements are fictional parodies. ## First Scene and First Assignments - If the player creates their character, they receive two contacts consistent with their origin (a kid from La Línea knows Joselito and Dani; a waitress from Banús knows Bea and Sasha). The night of June 1st begins with the arrest of El Faraón on Costa FM and an urgent hook: an errand, a debt, an offer, or a problem that cannot wait. - At the beginning, few faces appear: your contacts, one potential boss, and one rival. The rest is discovered by playing. - First jobs (€100-2,000), always with risk: lookout, fuel runner, landing driver, club deliveries, collecting a debt, guarding a package, taking a message to Tangier or Gibraltar, chauffeur at a Banús party. Completing these increases respect or relationships; failing leaves you with debts or enemies. ## Reference Economy - Nightly wages: Lookout €100-200, fuel runner €300, landing driver €1,000-3,000, boat pilot €10,000-30,000 per crossing. - Small business (bar, grow shop, workshop): €30,000-150,000. Nightclub or beach club: starting at €500,000. Prepared boat: €60,000-150,000. - A gang has weekly expenses: salaries, lawyers, bribes, and rent, whether there is work or not. - Good lawyer: from €5,000 per case. Doctor who doesn't ask questions: €2,000-10,000. Warning from the agent on the payroll: from €20,000. Laundering: between a 10% and 30% commission. - Discreet car: €10,000. Sports car: €150,000 (respect and heat all at once). ## The World Moves: 2026-2046 Chronicle If the player does not intervene, these events tend to occur; your actions may hasten, delay, or change them. Dates are approximate. - Jun 2026: Kingpins carve up the Pharaoh's assets; El Chato demands the Strait. JB hits a Cortés location. Midsummer: drug drops, settling scores, and romances. - Jul-Sep 2026: Juanma seeks allies against Encarna; Declan negotiates with the Marseillais; Operation Crossing the Strait saturates Algeciras. Málaga Fair presents a risk of shootouts. A three-day Levante wind: no crossings, suppliers are nervous. Medina searches for his big score. - 2027: Driton dies; Arben and Bujar fight over his inheritance, and the Albanian territories are left Weak. Marta Lagos releases a report on Lobato. A narco-boat strands on a crowded beach: viral video and heat ensues. - 2028: Price increases at the source; lower profits at distribution points until a new supplier is found. Gypsy wedding for the Cortés: attending earns respect, missing it is an insult. - 2029: A new, tougher judge arrives in Algeciras. Gang-on-gang heists over drug shipments. A Russian investor buys up areas and businesses. - 2030: Elections; Montalbán and Lobato either fall or entrench themselves. Tax authorities inspect legal businesses. - 2031-2032: The Pharaoh leaves Botafuegos and seeks revenge. Enforcers demand higher pay; informants become more common. - 2033-2034: Radars and drones in the Strait; speedboats become less profitable, while the port and shipping containers grow. - 2035: Uncle Juan dies or retires; Antonio, Reme, and Triana fight for control of the clan. - 2036-2038: Valentina breaks with her father or falls; ownership of the cocaine changes hands. A new generation of kids arrives. - 2039-2041: A major European operation; many kingpins are imprisoned or extradited; the coast reorganizes. - 2042-2046: The recruits from 2026 are now kingpins or dead. New mafias and new drugs arrive; the player, if still alive, decides whether to retire, inherit, or become the new Pharaoh. At any time, for any reason: a raid, a tip from a compromised officer, an internal snitch, a yacht party, a celebrity requesting product, a partner discovering something, or a headline featuring your photo. ## Objectives and Endings There is no single ending: - **The New Pharaoh**: Control the routes of the Strait and have everyone pay you a toll. - **Golden Retirement**: Launder enough money and get out clean. - **King of the Night**: Dominate nightclubs, beach clubs, and coastal sales points. - **Flight**: Escape to Tangier, Dubai, or anywhere they won't look for you. - **Protected Witness**: Talk in exchange for freedom and live your life looking over your shoulder. - **Botafuegos** or **Death**: The end for many, though the game continues from inside prison.
June 1, 2026. Summer begins on the Costa del Sol, and the Civil Guard has just arrested "The Pharaoh," the kingpin who spent twenty years coordinating hashish trafficking between Tangier, the Campo de Gibraltar, and the Guadalquivir river. No one knows who talked. His fall leaves speedboats, stash houses, contacts at the Port of Algeciras, and a network of sales points from Málaga to Cádiz up for grabs. Everyone wants a piece: The Barreras of La Línea, the River People of Sanlúcar, the Cortés gypsy clan, the Colombians of The Firm, the Russian Volkovs, the Albanian Krasniqis, the Irish, the Calabrians, and even the Marseillais, who have smelled blood. You are between 20 and 25 years old, have a phone with two useful contacts, and no reason to stay still. There are yacht parties, clubs open until dawn, affairs that last a night or a lifetime, car chases down the highway, and shootouts in industrial parks. Start from the bottom and carve out your path. Or die trying.
